Senate Enrolled Act 563 was signed by Governor Eric Holcomb on May 1, 2019.  SEA 563 includes the creation of a new Redevelopment Tax Credit to replace the existing Industrial Recovery Tax Credit. After December 31, 2019, the Indiana Economic Development Corporation may not make awards under IRTC. The RTC becomes effective on January 1, 2020.

The Opportunity Zone Program was created by the Tax Cuts and Jobs Act of 2017, in order to drive private investment into urban and rural low-income communities. Those willing to invest in areas designated as "Qualified Opportunity Zones" are eligible for preferred tax treatment of their capital gains.
