Commercial banks are required to hold increased capital reserves against HVCRE loans. In turn, banks impose higher equity requirements on borrowers who obtain HVCRE loans and borrowers incur higher borrowing costs in connection with such loans.

The goals of the revision are to: promote the elements of good design, location, and maintenance of signs; eliminate visual clutter and blight; eliminate excessive signage and reduce hazards to motorists and pedestrians; encourage compatible scale between buildings and signage; reduce the negative impacts of signage on neighborhoods; and, preserve and protect historic signs.

As many know, Indianapolis adopted Indy Rezone as a comprehensive rewrite of the zoning regulations with the exception of the sign code in 2016. Currently, Indianapolis has undertaken the task of rewriting the sign regulations, including on-premise signs and billboards. One of the most important and difficult tasks in rewriting the sign code is the issue of content neutrality.
