It’s WEEK EIGHT of the 2022 Indiana General Assembly

The light at the end of the tunnel – let conference committees begin!

The House has finished moving bills out of committee and through second reading, leaving approximately two dozen bills up for a final vote on Monday. The first conference committee on a House bill was held on Wednesday.

In the Senate, committees have finished their work, and the full chamber will conclude second reading on Monday, and third reading on Tuesday.  It’s clear that House leadership is signaling it would like to wrap up this session earlier than March 14.  The Speaker has assigned members to the first few conference committees, and six bills that had amendments added in the Senate have been concurred upon by their House authors. We expect next week will see a flurry of conference committee action.

The last committee hearings for this session concluded on Thursday in the Senate. Fifty-three bills were considered this week, although not all of them made it out of committee. Some of the more controversial bills were left for consideration in the final committee hearing. HB 1134, the most controversial education bill of the session, was significantly amended in  the Senate Education Committee to limit the scope of the bill. In spite of the changes, the bill still faces significant opposition from the statewide PTA and the teachers’ union. HB 1100 (Agency oversight and rulemaking procedures) would have given the General Assembly significant oversight of executive branch agencies and would have slowed their rulemaking ability. The bill was removed from the Senate Commerce and Technology Committee hearing schedule, effectively killing it. However, the language could resurface during conference committees. Finally, HB 1077 (firearms) would have eliminated handgun permits. It was considered on Wednesday during an eight-hour Senate Judiciary hearing.  With two exceptions, the bill was overwhelmingly opposed by law enforcement throughout Indiana. The bill was significantly amended, keeping nearly all current permit requirements in place. On Thursday, the bill was recommitted to the Rules Committee, signaling that it has been killed by Senate leadership.
