It's HALFTIME at the 2022 Indiana General Assembly
With the first half of the short session in the books, and with the 2022 Super Bowl right around the corner, it seems only fitting for this week’s newsletter to take on a sports-related theme. 

By the Numbers: First Half Stats
The House gaveled in on January 4 with members filing a total of 451 bills. Four weeks later, 103 of those bills were passed to the Senate for further consideration. 

Several notable bills did not make it off the third reading calendar. Bills that died on third reading included HB 1109 (wholesale pricing of nonalcoholic beverages), HB 1224 (prohibiting government investments and contracts in companies that boycott coal), and HB 1321 (requiring cash transactions).  Bills of note that were sent to the Senate on the final day of consideration included HB 1116 (electronic voting machines), which added a provision restricting absentee voting and a penalty of perjury for violation, and HB 1300 (bail), which reformed bail payments by charitable organizations.

The Senate had over 80 bills to address in the last days of the first half, stretching their sessions into the evening hours. Bills moving to the House for consideration included SB 88 (drug rebates), SB 407 (Medicaid pilot program), and SB 411 (optional local standards for wind and solar projects). Only one bill failed to pass on third reading (SB 349 sheriff compensation). The Senate began session with 447 bills filed and sent 162 to the House.

The General Assembly will resume business on Monday, February 7. We expect another several weeks of fast-paced committee hearings.

Locker Room Roster Cuts
Having been benched, and not eligible to see any action in the second half, hundreds of dead bills have been pulled from all tracking lists. Today’s weekly reports contain only bills still alive in the second half of the 2022 session.

Retirement & Draft Scouting Update
Noon this Friday, February 4, marks the deadline for eligible candidates to file their candidate forms to seek election in 2022. Several retirements have already been announced, and a few incumbent legislators have picked up primary opposition. More to come in the weeks ahead as we profile key matchups for the May and November elections.
