Office of Environmental Adjudication's New Environmental Law Judge

Please join us in welcoming the Office of Environmental Adjudication’s (OEA) Environmental Law Judge, Lori Kyle Endris, JD, CHP, on her return to OEA. She has been an attorney for 30 years with a practice concentrated in environmental law. Since 2014, Kyle has been the Director of the State’s Qualified Inspector Program. In this position, now with the Indiana Department of Health, Kyle liaised with the Indiana State Police, Local Health Departments, property owners, qualified inspectors, demolition contractors and the general public regarding clandestine drug lab properties. Kyle tells funny stories…  ask how her two children in college and her three elder pets at home aren’t spoiled; she’s just really well trained.

Following a clerkship with the Indiana Court of Appeals, Kyle focused her environmental law practice at the Indiana Department of Environmental Management (IDEM) where she worked as program counselor, as well as rules and enforcement. Kyle received an Environmental Excellence Award for her teamwork in the comprehensive revision of rules for municipal solid waste management.  At the time the Office of Environmental Adjudication was created, Kyle became its first Environmental Law Judge. During that time, Kyle served as an adjunct at the School of Public and Environmental Affairs at IUPUI and The National Judicial College in Reno, Nevada. Kyle has served as speaker and panelist at the Improving Kids Environment conference and various Indiana Department of Health summits and Indiana Environmental Health Association conferences and chapter meetings.
