To that end, it is the purposes of this section: (1) to study and report upon the proposed, necessary, and desirable Federal and State legislation and local ordinances; (2) to bring together members of the Association interested in government practice and to confer upon the various problems incurred in these areas; and (3) to promote the legal education of members of the Association and the public by sponsoring meetings, institutes and conferences and by preparing and publishing articles concerning government practice.
